Brad Bradford voted on development charges without declaring his ties to developers. Now he faces a third integrity investigation.
Progress Toronto continues to hold Brad Bradford accountable
TORONTO — On a vote to lower development charges at the June 2026 meeting of Toronto City Council, Councillor Brad Bradford failed to declare that his spouse holds a senior role at a big developer that stands to receive a multi-million dollar benefit from Council’s decision. This breach of conflict of interest rules is the subject of a new Integrity Commissioner complaint against Bradford from Progress Toronto.
At last month’s City Council meeting, Councillor Brad Bradford didn’t declare a conflict of interest in developer Rockport Holdings or recuse himself from a vote that will provide a financial advantage to Rockport in the form of development charge reductions. Bradford’s failure to declare this conflict of interest potentially violates section 5, 5.1, or 5.2 of the Municipal Conflict of Interest Act (MCIA) and sections 8.2 and 8.3 of the Code of Conduct for Members of Council.
Bradford is now facing a third Integrity Commissioner investigation after being found to have violated Articles 5 and 7 of the Code of Conduct for use of city resources on his failed 2023 mayoral campaign and facing a complaint for being caught red handed in a cash-for-access scandal.
“This is just the latest example of several times in the last four years where Brad Bradford has voted to advance his spouse’s interest in Rockport Holdings. It’s clear that Bradford has a conflict. That leaves us wondering: can he be trusted to make the best decisions on housing for Toronto?” said Saman Tabasinejad, Executive Director of Progress Toronto.
Beyond the June 2026 vote, Bradford has repeatedly tried to use his position to influence decisions that would benefit Rockport. This includes demanding an expansion of a development incentive program after Rockport applied and failed to qualify for the first round of applications, and voted on the creation of a funding program that Rockport would later take advantage of.
While other members of council take extensive precautions to not break conflict of interest rules, Brad Bradford continues to act as if he is above the rules. Progress Toronto believes that our city deserves a mayor who works for everyone. People deserve to know that decisions are being made in their best interest, not the interest of big corporations and developers.
